Sorry I totally misunderstood.
Possible work around at least for Firefox users is to pin the tab (right click on the tab and select "pin tab"). This makes the tab small and stuck over to the left of all the other tabs. It does not let you leave the site you are on so it automatically opens outside links in a new tab.

There are also add-ons for Firefox at least that will always open outside links in new tabs.
